With every elections comes along a truck load of promises,yojanas,”welfare schemes”, from each political party.
Its a right of passage to assure people and pocket those beloved votes. BJP and Congress's age old saga yet continues with both parties offering their own take on healthcare for Delhi's residents.
Congress has unveiled a bold proposal for the residents of Delhi—a universal health insurance covering up to ₹25 lakhs in medical expenses! This move is akin to the Right to Health Act 2022, a landmark policy that promises healthcare for all income groups. The Act played a truly crucial role in bolstering Congress' image during the 2018 Rajasthan Legislative Assembly elections, thereby pushing them in their march towards victory.And now it looks like it could be the trump card Congress needs in order to win over Delhi voters in the upcoming elections too! Will this be their one way ticket to victory?
On the other hand, BJP promises to implement Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY), aka Modicare, is India's groundbreaking health insurance scheme that offers free, cashless healthcare to 50 crore Indians from low-income families. It provides only up to ₹5 lakh per family per year for treatment at both public and private hospitals. With no restrictions on age, gender, or family size. It also includes coverage for pre-existing conditions plus, it’s portable, allowing you to seek treatment anywhere in India!
However both the right to health act 2022 and Modicare had a serious amount of flaws undermining their potential.The Right to Health Act 2022 unleashed a firestorm of controversy when it was initially rolled out in Rajasthan. Critics were quick to slam the government for dumping responsibility onto the private sector without ensuring reimbursement, putting hospitals at risk of shutting down.
The Indian Medical Association (IMA) and the All Rajasthan In-Service Doctors Association (ARISDA) led a wave of furious protests, threatening to paralyze healthcare services nationwide. As doctors rallied against the bill, the government responded with brutal force, unleashing water cannons and baton charges on the protestors, turning the streets into a battleground. The clash between healthcare professionals and the government reached a boiling point, with the future of Rajasthan’s healthcare system hanging by a thread.
While Modicare has been tried,tested and successfully passed in many states, it’s not without its own dark side-like many private hospitals have opted out, claiming they can’t afford to offer specialized services at government-subsidized rates. Fraud has also plagued the scheme, with hospitals submitting fake medical bills. In Uttarakhand alone, 697 fake cases were uncovered, leading to fines of ₹1 crore. Moreover, reports suggest a troubling gender bias, with male patients receiving more coverage than females.
Both Congress's Right to Health Act 2022 and BJP's Ayushman Bharat Modicare promise bold healthcare reforms, but both come with significant flaws. Congress faces criticism for pushing the burden onto private hospitals, while Modicare grapples with fraud and limited private participation.
